What type of linking needed for this .gov forum (Free)

This is a free gov link you guys can use to post links - But one question, what type of coding is needed to link something here? My html and bb code linking isn't making any links. Looks at gucci sneakers on this page who has some links - What's the coding I need?

Try using something like this:

This is what I'm currently trying to use - Does this not work? Because I am using this exact type of coding and it's not working.

Remove the quotation marks that wrap the URL - I'm pretty sure they're not needed when dealing with forum BBCode!
