Ok so this is a new niche I want to get into,the competitor in 7th place has got there with 39 backlinks,how is this possible?most of them are link exchanges

Never use this as a factor of determining competition. Evaluate the first page if it's a very popular keyword, if it's anything else then evaluate the top 3 on page 1.

That's not impossible. It happens, it just depends on a few things. Is the 1.75M result for broad match? How competitive is the keyword you're looking at? *I usually check SEO competition using the free version of Traffic Travis and then compare it with Micro Niche Finder.

You have to look deeper to find out this details about him :
*His Age in this niche
*If the backlinks are link exchanges, are the links placed in contents or just in footer? Are this link exchanges, niche related?
*What is the quality of his content? And when we talk quality also consider the optimization rate of this : keyword density, bold, italic, etc etc.

Of course he can rank with that number of backlinks ... it just depends on the authority of this backlinks. A proper SEO analyze doesn`t rely only on number of backlinks...

What software/site told you the competition has 39 backlinks? Alexa will do this, and then you use another backlink checker and see that the same site has 600 or 800 backlinks. I have a two year old authority site that I am trying to get onto page 1 for a keyword that Google says has 45,000 searches, and low to medium competition. I recently spent an entire day building about a dozen powerful backlinks, and got the site from position 201 to position 171. I estimate it will take another six to eight weeks to get to page 1.
