Default Does CTR = Clicks per Page View or Clicks per Ad Requests?

When you refer to CTR (click through rate) for Adsense is this based on the number of ad requests (multiple per page in most cases) or on page views?

Adsense no more ...

It is Clicks/Page Views %
But when you check the CTR of a particular channel, it will show divided by number of ads that channel has
