How to SEO? I have time and budget and a niche

I have been around here for a while and I know all of the basics, onpage, backlinks ect, but I do not have a system of what to do yet in terms of SEO. If someone has got high SERPS could they explain how they did it step by step or link me to a good WSO/war room download/course that explains it well. My keywords are not that competitive but I am not even inside top 10 pages yet? How could I get to page 2 in say 1/2 weeks.

I think it is very important to understand that in the last year google has added many more "signals" to their algorithm making it even more essential that you create pages or sections of your site that are true destinations. I would define a destination based on what people do when they arrive on the page including:
1. Click deeper into the site
2. Return at a later time (or even repeatedly)
3. Register
4. Click on an ad
5. Buy something
6. Comment

Google knows more than ever if pages or sections of your site are a true destination, rather than just being "optimized" for keywords. There are going to be lots of people that will tell you otherwise, but selling SEO services is interesting in that if you are so good at it, your own sites would already be doing well. There are a few true SEO companies out there (ex. Bruce Clay), and then there are the rest.

But regardless of SEO, until you become a destination, the SEO hardly matters.
