Default Dan Richmond's SEO course questions

I'm trying out the TOAST WSO for offline marketing. He suggests going through the course on seoinpracticedotcom and getting your SEO certificate.

Does such a thing as official SEO certification actually exist? It seems as the only people who know without doubt about seo are google's search programmers.

Can anyone ascribe to Dan Richmond's legitimacy? I'm new to the market and don't know much about this.

I have two disagreements from my limited knowledge, and I'd like to see what you all think. He places value in a "keyword efficiency index" which compares popularity of a keyword to a number of competitors. But I thought number of competitors is more or less irrelevant-at least not nearly as relevant as strength of first page competitors.

He claims that putting your link in a link farm will cause google to devalue your site. I would assume google would just ignore the link, because if it devalued your site, it would be too easy for the competition to just submit your url to a link farm.
