Anyone suggest some free link resources?

Hey guys, I am not experienced in SEO and linking works as there was no one teach me when I was in this area.

I tried a lot to learn it by myself based on the resources left by the man working for SEO before me and learnt manythings with small experience working althought it is very limited.

I found there are some sites links a lot to ours but I am not sure did he pay to them or just get a whole site linking to us for free. And I want to make the same thing but with less resources, so can anyone help me?

Also I would like to make friends in any industry as you guys are more experienced in SEO practice. I am doing SEO with the believe of creative and useful content and good linking resources, so I would very glad to be your friend if you hold the same believe.
