One guy is offering me 125+ bookmarking for $5 ,how can i check that whether he is really bookmarked my website to 125 website ?

You should always request a list of URL's to where he submitted/bookmarked your site to, this is probably the best way of making sure that he does his job.

Ask him what kind of proof will he give you, most of this sites have a link where your website was bookmarked.

Also you can use someone on Fiverr.com the ones with good feedback and plenty of gigs are usually OK.

Yes, it is always advisable to ask your SEO person to give you the links he has posted your site on. Social Bookmarks give you the links instantly...so he should!
