Copying someone else's successful PPC strategy

I haven't been very successful in the past with my PPC strategies and I'm considering hiring someone for one of my sites that really knows what they're doing. If I have a competitor who I know is very successful with PPC and is essentially selling/marketing the same product, are there tools available that can help to mimic their strategies to some degree, especially if they're in the hands of a knowledgable PPC expert?
