Traffic Exchange Programs. Good for SEO or not?

Hi,

Though it seems that traffic exchange programs can really help to increase the number of hits to my site, i am still in doubt to use these programs.

My doubt is whether they are good for SEO or not? Will the sudden increase in traffic be good in long run if i consider search engine ranking and white hat SEO techniques?
