I want to know if placing images on AdSense website is considered commercial use.

I wouldn't put images on my site weather it's monitized or not unless you have rights to the image.

Some images have rights but say i cannot use them in commercial purposes. So again i am asking if placing such images on AdSense website will be considered commercial use.

An Adsense website is considered commercial (you are trying to make money from the ads) so you have to have the full rights to the images.

When the image says that you can't use it for commercial purposes, that means that you can't use that image on a t shirt or mug or something to sell. Placing the image on your web site is not what that refers to, even though you may be a commercial venture. You are not taking and selling the image on a product.
