Two Tiered Linking, Really Simple, Really Powerful

Hubs are a good tier 1 link. The only downside is that they have a large number of OBLs on their own. Your own blog might also be good.

I just have one question..
as the tiers get bigger.. with more links on each tier..
how do we build backlinks to every link to the tier?

Say, for example..

Tier 1 has 50 links

For tier 2, do we spread (for example) 2000 links pointing to the 50 links?
How many urls should be in each tier 2 link?
When we have to actually build links to tier 2 links, do we have to do it one URL at a time? (e.g. SB blast the 2000 urls one by one)

Sorry, I'm really confused.
