Default Can a redirect of website.com to website.com/keyword-city harm your rankings?

I'm working with a painter who loves his company name and has a 10 year old domain with a nice amount of back links to it.

I was pondering the idea to create a city-painters.html webpage and have it be a redirect 301 from index.html.

How would that be affected by search engines? would the backlinks to the home page be credited to this new page? Anyone ever tried that?
