Default Queries in URL and Internal Link Juice

Had a question that I was hoping someone could offer some advice. We have a unique identifier that is appended to each url to track our users. It would look similar to this in the url /?web_id=166-4d9385f23037d4.64209704.

I'm wondering if this strategy is affecting our ranking in the search engines due to the search engines not giving our pages weight from other internal links on the site. All pages seem to be in the index, however I find it strange that our home page can have a PR of 5 and no page directly from it has anything.....they all show Current page is not ranked by Google. It makes me believe that this unique identifier is treating each link uniquely. Would anything think there is any truth to that or are there other reasons this would be a bad practice?
