Seo of Forums and how to promote a forum

I have recently made a forum on the topic of blogger,blogger tricks,blogger hacks and blogger seo tips.
But I don't know how to promote this forum and How to get lots of users.
Should i work more on Seo of this forum or should i work to promote this forum?
Please tell me how to promote it.

Create a community around the forum, rewarding good posters etc...

Also make sure you have an RSS feed for new forum posts, that will make it easier to monitor for posts of interest. It will also help get forum posts indexed.

Additionally you should use standard SEO techniques. for the forum.

For forums, it is important that you have active members, so people will want to join. Even if someone finds your forum via Google, if it only has 10 posts in it, they probably won't join. You may want to pre-populate the forum with useful posts, so people can see that it has the potential to be an active, friendly place. You can do this yourself, or hire people (through Fiverr or whatever) to be your first active posters.
