How to find PR2+ permanent, one-way, relevant back links

I am just trying to learn how to find links that meet the criteria below:

PR2+ permanent, one-way, relevant back links:

NO ARTICLE SITES
+ NO DIRECTORY SITES
+ NO COMMENTS
+ NO LINK FARMS
+ NO FORUMS unless page is a "do follow"
+ All links must be "do follow."
+ Links must not be spammy
+ One link per domain. You can't place 2+ links on the same domain.
+ Linking page must already be indexed in Google, Bing and Yahoo.
+ Link page must be search engine friendly (no redirects, cloaking, etc.)
+ Page should not be excluded by robots.txt
+ No links from "under construction" pages.
+ No sites that will ask for money later.
+ No blog comment spamming
+ No ping sites
+ All links must be One way non-reciprocal links.
+ Links must be permanent, active, never expiring.

IMO, you basically do not interested in any backlinks with your set criteria.
