Default Actually what RSS Feeds do?

I see after creating backlinks people convert their html public urls into RSS Feed urls. Then they ping these RSS Feeds using pinglr, pingomatic etc. Actually they can ping html public urls using pinglr, pingomatic too. SO my question is why they are creating RSS Feeds?

Another question is if I change my content then when I check my public url I see public url is updated as per my latest contents. But when I check my RSS Feeds I dont see any change their. So my confusion is whats the benefit of RSS Feeds?

I don't mean your first question. Its not needed that you change your html files to xml ones and you can't do it easily. When someone updates his site, usually CMS platform he use, insert a link with a little description on RSS file and then they ping the link of RSS using pingomatic or ... to alert search engines about this update.
And about your second question, It relates to the CMS or script you are using on your website. It should update RSS feeds too and it needs programming.
