it depends on how many keywords you are targeting. Normally my homepage has 2-3 keywords and each post has 1 keyword. I put equally effort to rank them. I will focus on the highest ranking keyword for the homepage first till it reaches my desired position and move to the next keyword for the homepage.

you mention per main page you only have 2-3 keywords targeted.

i am doing a product review site and my main page has roughly around 12 keywords targeted, likewise so my individual product review posts.

am i losing power by targeting so many keywords?

Backlink by relevancy. Where do you want a visitor that clicks your link to land? How many people actually have offers and make money from Homepages? Think about it.

Mostly create backlinks say 80% to your home page until it reaches page 1.

Once it does then create backlink for inner pages rather concentrating higher position in page1 because when creating backlinks for inner pages, home page ranking improve as well

Think about it this way. Let's say you are creating 12 backlinks per day, one per keyword (with anchor text associated with that keyword). Your site will move up very slowly for each of those keywords over time. However, if you cut it down to three keywords or so, those 12 backlinks would move you up faster for those keywords. I always recommend that you do just two or three keywords for the main site to start out with, then once you're ranking for those keywords, look at expanding to others.

Most often we always focus on building backlinks for our main domain URL.
