Few questions about Peter Antonio's book and SEO.

So I downloaded "5 Page Website Gold" by Peter Antonio and I'm really amazed at the amount of information in it and how easy it is for a beginner to use. Right now, I'm in the process of searching for keywords (I know what nichie I'm going to use), my first question is, can I use a keyword/phrase such as "What is a proxy", or a something like "How does a proxy work?" as long as I can use it within a 400-500 page article 5 times?. Also, when searching for krywords, should I only be concerned about competition (all of the keywords I've looked up so far are low in competition), global/monthly searches, or should I also factor in the average CPC (looking for those words that are 1.00 >)? (the monetization method he uses in his book for his example site is Adense, I believe, which I'll be using).
