Buying geotargetted traffic?

Hi Warriors!

This is my first post here, and I would like to thank you all for the information on this forum!

I'm looking for networks where I can buy geotargetted clicks.
Here are the requirements:
- geotargetting available (I need to target Belgium)
- paid traffic (no article marketing, youtube marketing, ...)
- no adult
- max budget of 20cents/visitor
- quality doesn't matter (may be popup, popunder,...)
- must allow framebreakers on destination page

I have tested cubics.com with success, but I get only around 100 clicks/day. I need more

I have tested fulltraffic.net without success: they don't allow framebreakers and my 250 dollar campaign got paused after a few hours :-(

Any ideas to generate geotargetted traffic for Belgium are really appreciated!

20 cents is my max budget and I know it can be a lot cheaper.
But I set this as a requirement because a click from Google Adwords may be in this price range.

but the time frame is only 30 seconds..

This question is somewhat related, so I'm not opening a new thread for it:

Where can I buy geotargetted CLICKS?
It must be possible to upload banners. (I get paid for each bannerclick)
Right now I only found adbrite.com and cubics.com (again) to be good.

Any cubics.com alternatives out there?

You may want to try Facebook's Ad Platform. It offers a wide quantity of options to get targeted traffic (You can define the country/age etc).

Some of this traffic seems extremely cheap... especially when I'm used to paying$2-$6 per Adwords click in my very, very competitive area. I haven't ever tried it, but can this type of traffic actually produce anything, or is it just complete junk? I thought I had always heard it is the latter, but I wasn't sure.

I need quality traffic, with geotargetting for belgium available.
I prefer CPC, but CPM is allso an option.
