How to Extract Competitors Adwords Keyword?

I have the SEO Quake plugin, and I noticed that you can use SemRush to extract the keywords that your competitors use on Google Adwords.... for a fee. Is there a way to extract the keywords that your competitors are using without paying for it or with a piece of software? Does the Google Keyword Tool accomplish this goal when you enter the domain name of the competitor's website?
