Default Is it true that having a facebook fan page, tweeting, blogging all help with SEO?

I think I'll address those separately:

FACEBOOK fan pages can be a lucrative way to get traffic and money, if set up correctly. If you can get them to go viral, all the better.
TWITTER is a great way to get noticed if you use hash tags. Just use # in front of each word related to your topic that you'd like it listed under. Many websites pull the latest tweets based on particular subjects and repost them on their own sites, which can also often lead to backlinks.
BLOGGING is just another way to get your content out on the 'net. Obviously if it's a two page blog that's never been promoted, chances are a link from it won't mean much to Google. However if you do some guest blogging where are you are allowed to link, or just build your own quality blog, you can often get some good backlinks.

AS a whole, the more traffic you're getting, the more chance of organic backlinks, as well.

It's believed that social signals are being used in calculating rankings these days, yes. I've seen a couple of people report that having a page that's heavily shared on Facebook/Twitter has helped it rank highly in Google, but I've never seen a real case study on it. I'm guessing it's going to be used more and more in the future, but of course it's just as easily gamed as basing rank on links.

In essence it's just the same old link building! Shares, tweets, likes, etc

Social recognition definitely plays a role... even if it didn't, why would you throw away the traffic you could get from that?
