Linking to Dynamic URLs

Is it good (or possible) to link to a dynamic URL such as this?

bla dot com/category.php?cat=accountants

I'm assuming since this is php - it is dynamic? (I know - stupid question)

Dynamic URL is created on the fly, if you request the page server creates it and give it to you. This don't seem like dynamic because most of them are like this:

.com/2879023jukiasd984310982hj
