Default Is Google Now Slapping Marketers For Doing On Page SEO?

I know a lot of people got Google slapped after the last algorithm change.

I was going through the Google webmaster guidelines and found this:

""Avoid tricks intended to improve search engine rankings. A good rule of thumb is whether you'd feel comfortable explaining what you've done to a website that competes with you. Another useful test is to ask, "Does this help my users? Would I do this if search engines didn't exist?""

Is a 2 or 3% keyword density now considered a "trick intended to improve search engine rankings"? Is that why some people had their page rank drop?

No. But they will slap you for unnatural on page SEO.

For example, this is good SEO:
----------------------------------------------
<title>The Best Keyword Articles</title>
The best keyword articles are the ones that appear and flow naturally. They are actually easy to write, if you take the time to do the work of scattering your keywords throughout the article properly.
<h2> How Should I Create The Best Keyword Article?</h2>
The best keyword articles are created with thought and determination to provide the best possible experience for your visitor. Keyword stuffed articles are not a good idea if the keywords do not fit into the context of the article. Make sure you correctly use the title and h2 tags in your article to give your keywords added weight.

<h2> Will Google Slap Me For Writing Articles With The Best Keywords?</h2>
etc.
----------------------------------------------
And this is bad SEO:
<title>Best Keyword Stuffed Article</title>
Keyword Stuffed Article, Best Keyword Stuffed Article, Stuffed Best Article, Article Stuffed Best, Where To Find Best Keyword Stuffed Article, Write Best Keyword Article, Best Keyword Article Writing, etc.

If you have your keyword in your meta tags and title, then just include your keyword once, or twice maximum in the content. Google is smart enough to figure out what your page is about if the content has enough LSI words in it. Which it should if you are trying to write for human visitors and the SE bots.
