Default How Do You Define A Keyword Is Tough?

I want to get a good grip about this matter, especially when people say, "hey my keyword move 10 spots on highly competitive keyword etc.." after buying backlink package on a WSO , the other buyer will buy it confidently after hearing words like that, but sometimes it's not really tough or highly competitive KEYWORD,

i know there is a lot parameter on this but i want to hear your opinion, if you are an seo expert, your opinion would be greatly appreciated by this community for sure

I have some parameters like this
if the competition have allintitle:keyword above 200.000 and have good searches like above 5000 exact, especially in US market OR
10 websites on the first page have average backlinks above 500 especially if the backlinks come from unique domain, have good PR, and of course the anchor text is matching the keyword (this parameter is better than the first)

please give me your great feedback

You can measure the competition looking top ten results. You have to find a link between competition and your resources. It means if you are planing to make microsites with three article you have to find low cometition keyword. If your going to make long term site with thousands of pages you can move on to higly competitive keywords. But there also limitations you can get top position for "microsoft"

If you are looking for a Best SEO Company in Australia topseoservices.com.au will give you a boost.

my definitions about "tough keyword" is hard to make money and hard to get to top 3 in page #1 google, here what i mean:

1. EMD (exact match domain for .com .net .org ) not available.
2. search result at google.com when u search for your keyword is more than 50million result.
3. CPC under $1
4. Exact search global under 3k/month

that all.. (Semoga Bisa Membantu Mas Bramantyo) :P
