Hi, one friend told me that i should use pingomatic.com to ping all my new creating backlinks. Is is black hat seo? Does it hurt SEO? Thanks.

No problems pinging. Even Wordpress pings every post automatically when you publish it.

It depends on your definition. In the true sense of the word white hat would be doing NOTHING to try to manipulate search engines. Just making a site, posting content, and that's it.

However everyone pings (including ALL wordpress blogs) and there is no way it would be harmful to your site so go for it.
