Is there a free tool that scans a web page's HTML/CSS coding and shows if the page is properly optimized for SEO?

I'm using the firefox addon "web developer plugin" to test if the code is w3c valid.

And what is it going to show you that's even half related to SEO?
If you can't check the title, <h..> headings, at a glance, then what the
heck? SEO, onpage, is really about good old fashioned text.

Bloated html/CSS has little to do with SEO, unless it slows your website
loading down to a snail's pace. But then, this is 2011. It aint 1997 dialup.
And being 2011, browsers are very, very forgiving of html errors.

Bloated CSS is a product of certain people being enamored with CSS.
In reality, very little CSS, if any, is needed for a great, SEO-optimized
website.

Nothing beats a human looking at a site, then viewing the source code.
