dupliate content rule confusion

I'm I understand you can't put the same content on a website over and over again but i'm reading you can put the same content on different website is that true? Has it changed? Or can you take same content to different blogs etc.

you can put the same content but first publish it on your site then share on other sites..

This is the common belief, look at all the sites that syndicate content. Also I have paid for mass article submission and searching a quote of one of my article returns about 30 results in google for the exact sentence, meaning google has indexed over 30 of my "duplicate" articles with backlinks in them.
