Adwords question about quality score

I need to get more out of Adwords.

I have 3 products that are all related, and I have a one pager where these 3 products can be purchased.

I am getting a 6/10 quality score for one product, and low quality scores for the other two.

So in order to improve quality score, should I create separate ad groups for each product, and then create separate ordering pages for each product too, instead of having all products on 1 page as I currently have?

I figure it would be better to create ads for each product, separate pages for each product, and use the same words in the h1 headings on the page for each ad as the words that are in the ad itself. Sounds about right?
