Should i wait to do the following?

Should i wait to do things such as, social bookmarking, press releases until the site is full functioning?

Or can i start early and try and get indexed and backlinks asap?

I'm sure it won't hurt to start building backlinks as your site develops. As long as there is some content and the site is online, I don't see why there would be a disadvantage to building backlinks as it develops.

Yes, you should wait until your site is functional, but you shouldn't wait to make your site functional. If you are working on features that aren't ready, go ahead and post pages that are fully functional with a notice that more features are coming soon. This allows you to begin promoting your website without delay.

Don't promote a website that malfunctions! Just create a series of versions, each with additional functionalities.

If some of the pages of your website are ready, done with on page optimization then you can start off page SEO for them. Don't build links for under construction pages.

I would wait until the site is up and running if Google goes to the domain you may have problems.I hope that helps.

You can start early. But make sure within 1 - 2 week all things should be done

As diyakapoor suggested, don't promote "under construction pages". As a rule you should never post an "under construction" page as that signals search engine bots to go away and not come back for a while.

Is your site live, if yes then you can promote your site through social book marking or any thing. If your site is not live or online then do not do it. your domain will be sand boxed.
I would recommend put some original quality content and start doing the off page activities meanwhile you can keep getting new pages and content. Google will love to see fresh meat every time it visits your site.
