Alexa is a toolbar that sits inside your browser and lets you know the ranking of the websites that you visit. It ranks the websites according to their traffic.
There is a slant to this ranking system and not everybody can participate. Only the users who have alexa toolbar installed are allowed.

It is true that you discussed here whereas high page rank tells site's authority and low alexa rank tells popularity between the users.
