The best place to submit your article is everywhere! The greater the distribution the greater certainty of results and of syndication. Basically, mass distribution of articles with programs and services like AMR & UAW will give you SEO results themselves, but we're still only talking about distribution. True article marketing involves proper syndication which means other webmasters are publishing your content, not just directories.

Syndication requires 2 things - quality content & having your content in the right place. People like to submit to Ezine because webmasters are always actively looking there for articles to syndicate on their sites. This will get you much stronger backlinks than the ones from Ezine itself.

There are many article submission sites available. Just search on Google for Free Article Submission and you will get a lot of results. There are many .info sites with 0 PR offering article submission place. These sites can be useful as it increase IP diversity of your backlinks.

There are so many places I like to google "Article Directory" to find more places. I also write articles for bloggers as a guest aka "guest posting". Great way to not only get a backlink but a lot of new readers and subscribers.
