Questions on starting a blog centered around the 'Attorneys Niche' and is Adsense practical here ??

Iam just wondering about whether Adsense would be viable and make sense to run on a Blog with a Niche centered around Attorneys ?? Isn't this Niche a regional issue where people who have been injured or had a botched surgery would just want to find Attorneys in the yellow pages that practice in thier particular area/state ??

Iam just wondering if people would even click on an Attorneys Adsense Ad if that Attorney is located in Dallas and the User lives in Pittsburgh ?? These people want to see an Attorney in person don't they ??
And can these Attorneys even practice outside of their State they are licensed in ??
