Default Does moving content to a different domain get rid of penalty?

Here is the story. I have a -50 penalty on one of my sites. I'm most certain I know why this is, late last month I had received a huge spike in backlinks in one day. A few days after, the site was penalized.

I'm thinking of moving the blog to a new domain (which I was thinking about before the penalty anyway). If I do this, will the penalty disappear and the content be indexed under the new domain?
