Cant get internal page to rank ??

Hi guys

I created an internal page to rank for another keyword ( i rank no 1 for my main different search term) and it was on page 1 steady from pos.6 to pos.4 but then it dropped to pos. 18 and has remained there for a few months and not shifted at all.

Ive thrown 10k blog comments at it, edu and profile links, pyramid links, other manual link building even home page backlinks but it will not move from pos. 18. ive followed the SEO recipe by Paul Prissick? so keyword density was at 3% +, OBL to authority site, h tags etc etc so all onp age seo should be fine.

Im a local service provider and all my competition dont do seo or build links at all so why cant i get this page to rank at all ?? any advice guys ??
