What's the general consensus about having your link on homepages of active blogs/websites?

It's good to have you link on home pages of active blog's because that is where most of the PR is

Are you asking if it is bad if someone links to your site from the homepage of an active blog or website? How could it be bad?

I should clarify. Sitewide backlinks (i.e: 10,000 backlinks from one domain (IP).

It looks spammy.
