Default Will Google BAN me if one of my Site has Highest CTR while others have low?

Hello Everyone, today i was thinking about making a blog with only ads no content in it and will redirect my previous blogs visitors to my only-ads type of blog, where i am sure i will get highest CTR. My previous blog has 2.5 K to 3.5 K impressions daily.. so if i am just redirecting my visitors to my new blog (no content) just for 1-2 hours a day and after i get enough clicks i may generate fake traffic for making it look real, will this thing ban me?
How Google bans on high CTR? is it blog/site wise? or on whole account's CTR (All sites)
Sorry for my weak english.. hope you got it what i mean..
Thanks
EDIT: My existing blog has only 0.29% CTR.. that sucks.. that's why i want to try something else..

DETAILS: Here is that new blog
site-under-construction.blogspot.com
I delete this blog when i am done with redirection so it doesn't exist but can be activated again.

Of course not. I have a website that only gets about 10 visitors a day, but
well over 75% CTR. I wish I could pump up the traffic. I have left it alone,
because the traffic is super-targeted and I don't want to muck things up.

Google does not care if you have a 0.001% or a 100% CTR. They want
a real visitor, clicking, then buying.

Hi virgoseo,

You have just described the fast-track method of earning a lifetime ban from all advertising programs employed in your technique.

It is much easier to make money by helping your visitors find what they are looking for and serving ads for those that are in the market to purchase from your sponsors, rather than by trying to push non buyers onto your advertisers. That just makes the users, ad programs and advertisers all angry.

Thanks guys for your views about it.. but i am getting confused now because for me Google is still a mystery, each and every person tells their own story about CTR thingy and so on so it would be better if i just go with the rules and don't be so tricky..
No more redirecting... Thanks..

Google reviews lots of things on site. CTR is not one of the reason for banned. It also consider page content and other things based on rules.

It's not the amount of click through rate that will get your site banned from google. Google will look at the source of your traffic, the content on your site, and the origin of your visitors.

If I'm understanding you correctly you want to create a blog that has no content on it but just google advertisement. Is that correct?

If yes, I highly recommend against this activity. All you will surely future account band by sending unsolicited traffic to a blog that has no content and just advertisements.
