Is There Such A Thing As Google Penalty?

Is there really such a thing as Google Penalty, surely if there are so called bad links or neighbourhoods, then you could simply buy up some bad links for your competitors. Am I right in thinking that changes to on page factors, such has meta titles, descriptions, etc are more likely to have a negative effect on Google SERPs, in the short term.
If I’m totally misguided could someone advise please.

I have debated this before; all you'd do is blast upon blast and also loads of blackhat to your competitors sites and watch Google crucify them.

I think it is not possible, if it is than you can able to block your competitor's site. Beware someone else can able to block your site as well.

I'll keep this simple.

Why would you want to do that? Surely your time is better spent improving your own business.

The only Google penalties normally, are that you'll never get to page one.

No idea because I don't have think about it before. It's very difficult to understand Google's behavior, wasting of time. The answer for your question is do everything in natural and legitimate ways.

Google can see your site, decide it's not relevant, decide to not index it or bury
it so far down in the SERPs that nobody can find it.

Whether or not you want to call that a penalty is up to you.

The penalty exists only if your site links to bad neighbourhoods.
You can not hurt your competirors by buying bad links since
the penalty needs your site to link neighbourhoods not the
neighbourhoods links to your site.

Yes, Google penalty exists. If Google penalized your site your rankings might slip or you can disappear from Google search results which depends upon the severity of penalty.
In fact, BMW Germany , JcPenny and Forbes have been penalized for black hat SEO.

I think (and this is just my personal opinion) that google won't penalize you for off-site activity. You simply don't have control over it.

They may penalize you for the on-site activity though.

Hello:

Google does have a quality score it uses in adwords and probably SERPs. Many factors are involved in calculating it. Incomming links from bad sites probably do not matter much. If you have a low quality score, you are penalized with lower rank and higher bids in adwords. Good quality score and you can actually get a higher position with a lower bid. Lower rank in SERPs too.
