When to use EZineArticles.com and other Content Distribution Tips : ?

Say you have some great content on a target keyword. You can either:

A: Post to your blog and tell your small network about it on Twitter/Facebook
B: Send it to EZineArticles.com and those other Article websites
C: Make it a new page on your website and just wait

So what would you go with and why?

Also, additional question:
Can you combine your distribution mechanisms or will that penalize you for duplication?
