Optimal/maximum URL in terms of SEO?

i know the shorter the better but whats the most the url should be? 100 characters?

Ask yourself how many searches a long tail keyword with a 100 characters would get.

Answer, very little.

i'm not talking about a keyword or phrase, I'm talking about the entire length of a URL including the domain name

I wouldn't use more than 75-80 characters.
