Chinese ip and blog commenting,any idea?

hello,everyone.
I am a Chineseman,so I go surfing with a CHinese IP.
when I do blog commenting for my site SEO,I noticed that when I finish my commenting,the page refreshed and hold what it was before.I guess there is a spam-block for me,but it said nothing.

my question here is that do English blog do have a big opinion on Chinese ip or is there any problem with those page so I can not comment on?
