How much would you charge an offline business to optimise their website(+backlinking) for a keyword that gets 1500 exact match searches and has low-med competition?

I don't have my pricing tier on my work computer, but normally I'll charge $250 for the lowest SEO package. 150 backlinks from at least 10 domains (these are decent, like articles, blog posts, and whatnot. Less than 20% are signature / profile links. Also includes a few links from my site network that has decent PR), optimization for 5 pages + homepage, 3 pages of copy, 10 page report with additional suggestions, information, etc, Google Places, and set up of WMT and GA.
