A rough stimation: You need 10^8 P0 backlinks (ie: 100,000,000)

P1 = 10 x P0
P2 = 10 x P1
P2 = 100 x P0
P3 = 10 x P2

Go figure.

Quality, relevancy, and naturality of the links are also a big factor.

What does relevancy and naturality means?

Relevancy - Is the backlink related to your website if you have a health niche a backlink from another health niche site would be relevent.

Naturality - I am assuming this means if the backlink looks natural in big G's eyes, for example people who have been building steady backlinks suddenly buy 7000 profile backlinks, is that natural?

Only guessing btw he/she might of meant something else.

If you can get a PR8 link that's legit, I'd say just get it. It all depends on the cost obviously, but a PR8 link is pretty darn tough. Google.com is only PR9

PR8s are pretty tough to come bye, so jump all over it if it's in your budget.

Actually I can not understand how Google figure matter of relevancy? for example if I have a signature here, and my website has nothing to do with SEO or marketing is it still of any help?

Yes it helps, any language in backlinks still worth and working.No problem about the language.

Quality: Geting links from trusted site, Unbanned sites, and old domains.
There are more to say.

Naturality: Imagine an article with 500 words and only one link.
This link is more natural than the links in an article with 45 links
and 500 words.

With PR8 backlink, it's the best but if you can also get several relevant backlinks that would be good too. As a general rule, quality first, relevancy then naturality.

As far as the meaning of PR, that would be essentially correct. As I recall from a few years back and the PR calculation explained, it is a logarithmic scale. One full number is ten times the previous one, just like the Richter scale.

But from there to say that a PR4 link has ten times more juice than a PR3 link, and that you'd need ten times more to get the same value, that I highly doubt.

You definitely want relevancy in your links and is likely more important. This is fairly easily figured out by Google and they call it the theme of the sites. You want the theme of the sites you link to be the same or similar to your site. You get more value out of that link.

Quality of the site may play a role as well. As for naturality, I thought Rahman meant linking to a like language site mostly. It would not be natural to link from an English site to another language site but it happens and you'd get some value out of it. His explanation of the number of links in an article doesn't make sense to me.
