Why is this domain beating mine? oh a link from the White House!!!

Working on a little SEO for a client's site, currently ranking #2 for a keyword (phrase) so I ran the #1 ranking site through seospy glass to find only 9 backlinks to the site all from PR 0 sites, except link #9 apparently is from whitehouse.gov (PR9). It does not provide any anchor text or anchor url and says it a nofollow.

So two questions:
1) Is this even freakin possible?? Its a wood restoration company in Portland...
2) Even though it is a nofollow could it still be helping?
