Default Blocking IP address

I'm not an IT guy, but I have been blocking IPs from both my computer and my coworkers. What is the radius of an IP address? Is it only specific to your connection?

Just checking to be safe. I don't want to block any valuable traffic.

As long as you are targeting the exact IP address of the individual you are fine. You don't want to target a range of IP's which I believe is done by supplementing one of groups of numbers between the period with the number 0.

I also notice that IPs change over time. Does anyone know how this works? Is there a good notification system that will monitor this?
