I have been using the adsense function under "allow & block ads" to block the following ad categories:
The reason being my major adsense earnings come from a health related website and I thought people are less likely to click one of the above category ads than something more related to health. However I see a good percentage of my monthly earnings come from "Politics" ads. Do you block adsense ad categories or allow all and let Google determine what's best for your site? |

No but I block certain URLs such as Google and other low paying advertisers. Does categories block affect your whole account as the URL's block do? |

The category does block those ads on the entire account so that adsense code on any website blocks those categories from what I understand.
