Default What would you do in this situation ?

If you are going to target a 4 words keyword and it's abbreviation
i.e : if you are targeting "high definition samsung tv" , and this is known with this abbreviation "hds tv "

would you make a page for each one and target each keyword for this page , or make one page and target the two keywords at the same time ?

and if you will target the two keywords with one page , which one is better to use as primary kw ?

Two keyword phrases is not a lot to optimise a single page for... specifically when they are so closely related.
To answer your question about which one to use as primary I would simply look at the estimated traffic from each and analyze the competition for each. From that information I would make my decision.

You can certainly target both keywords with the same page. You'll have to find the balance between the monthly search traffic and competition level to choose which one to target initially. Regardless, they are similar enough and can both be given a decent density in your content and used as <h> tags - they're basically LSI keywords for each other. I recommend sticking with backlinking for one term at a time until you get a #1 position. The jump in traffic is big from #2 -> #1 so you'll want to see that return before moving onto the next one, which btw will likely have a decent ranking already due to the similarity of the keywords.
