On-Site:
How they did their internal linking structure
H1 & Title Tags
Keyword density
Page names
Etc

Offsite:
Look up their backlinks and try to get the same ones they have. There are many backlink checking tools that can help you with this. Look up the competition and try to get the same links they have.

No that is so not true.

Reverse seo just means you analyze your competitors and try to beat his on-page and off-page seo.

If Reverse SEO just mean to analyze the competitor website and follow their on page & off page, then there is nothing new to this term. This is what I think every SEO is always doing.

This is a much more complicated term, don't know who invented it... the information I found most about reverse SEO, is like itskotic mentioned, you try to put your competition down in search engine and this sounds horrible. Are people doing this? aren't anyone here aware of this? How effective it is - or how much does it really helps?

I've heard people use the term "Reverse engineer" and this normally means looking at your competitor's backlinks and how they rank so well.
