Foreign Site Audience

If most of your site's visitors are gonna come from a foreign country, do you need to make any special changes to your site? For example, if most of your visitors will come from canada, should you make your domain end w/ .ca?
I'm asking this b/c the keyword I'm targeting with my new site has less than 10 local searches/month and more than 800 global searches per month and I wanna make sure I'm found in the in the search engines in that country.
