Default Facebook Ads vs Google Ads (quick technical question)

Hi guys,

In Adwords, if your ad performs well (high CTR), you pay less to be number 1 (or a high position), correct?

Does this work the same way in Facebook ads? or is it just purely whoever pays more gets their ads displayed.

Thanks!
