How to get the best of facebook ads?

I'm looking for tutorial/articles to jump start me in the world of facebook advertising.
Particularly i'm looking for ways to get advices on how to get targeted traffic for the lowest possible CPC.

I see people mentioning that they get facebook clicks for as low as 5 cents, but in my initial tests it's hard to get any clicks for under 0.40-0.50 cents per click.

Any info or tip will be appreciated!
